Bio

Dr. Paul D. Miller serves as Acting Associate Vice President for Teaching and Learning Excellence at Montgomery College, where he provides strategic leadership for collegewide efforts that strengthen teaching, faculty development, instructional innovation, accessibility, and student-centered learning. His portfolio includes the Center for Teaching and Learning and the Institute for Part-Time Faculty Engagement and Support. He works collaboratively with academic leaders, faculty, staff, and cross-divisional partners to build institutional capacity and advance the College's Strategic Plan and Academic Master Plan.

A teacher educator and instructional designer by training and practice, Dr. Miller's work is grounded in educational psychology and more than two decades of experience translating research on how people learn into practical approaches for educators. His scholarship and professional practice center on instructional design, collaborative learning methodologies, faculty learning and development, and the design of inclusive, technology-enhanced learning environments. Throughout his career, he has worked across the continuum from classroom teaching and instructional coaching to curriculum design, educational research, large-scale implementation, and institutional leadership.

At Montgomery College, Dr. Miller has led the development of a comprehensive faculty learning ecosystem that includes faculty onboarding, multi-year professional learning pathways, faculty learning communities, instructional design support, and collegewide initiatives in digital accessibility, instructional technology, inclusive teaching, and high-impact teaching practices. This work includes the Academy for Teaching Transformation, a multi-year faculty development program supporting new faculty throughout their first three years at the College, and My Professional Learning Accountability Network (My PLAN), an integrated approach to faculty onboarding and continued professional growth. His leadership has also included the College's transition to Blackboard Ultra and the development and institutionalization of the Universal Design Center.
 

Dr. Miller is the creator of the CLEAR Framework, a practical approach to digital accessibility and inclusive design that translates accessibility and Universal Design for Learning principles into actionable practices for educators. In 2026, he received the UDL Innovative Practice Award from CAST in recognition of his work advancing Universal Design for Learning through innovative, institution-wide approaches that make inclusive design practical, scalable, and sustainable.

Dr. Miller also contributes to institutional leadership, strategic planning, and participatory governance. He serves as Chair of the Montgomery College College Council and has held leadership roles supporting implementation of the College's Strategic Plan and Academic Master Plan. In addition to his leadership at Montgomery College, Dr. Miller serves as adjunct faculty at the Johns Hopkins University School of Education, where he teaches graduate and doctoral courses in instructional design, educational technology and artificial intelligence, research and evaluation, and teaching and learning. He also advises doctoral students whose applied research addresses areas such as educational program and system development, implementation fidelity, technology integration, and the effective and ethical use of artificial intelligence in education.

An active scholar-practitioner, Dr. Miller has authored and co-authored book chapters, peer-reviewed articles, conference proceedings, practitioner publications, and curriculum resources addressing instructional design, collaborative learning, faculty development, digital accessibility, Universal Design for Learning, educational technology, and artificial intelligence in education. His scholarship reflects a longstanding commitment to connecting research, design, and practice to develop approaches that educators and institutions can implement at scale.

Prior to joining Montgomery College, Dr. Miller served with the Maryland State Department of Education's Division of Early Intervention and Special Education Services, where he led strategic operations and monitoring and accountability initiatives, including the development of a statewide microcredentialing program. Earlier in his career, he held leadership roles with Johns Hopkins University and the Success for All Foundation, where he led the development and studied the implementation of technology-enhanced instructional materials, professional learning systems, personalized learning initiatives, and large-scale educational programs. His career has included work with educational organizations and school systems across the United States and internationally, as well as leadership of major federally and state-funded educational initiatives.

Dr. Miller earned a Doctor of Education from Johns Hopkins University with a focus on instructional design for teaching and learning and a Master of Arts in Instructional Systems Development from the University of Maryland, Baltimore County.

Bio

Gloria Barron works for the office of E-Learning, Innovation, and Teaching Excellence.  She is an instructional designer, professional development trainer and course developer.  Gloria is a technical subject matter expert and provides guidance to less experienced Montgomery College employees. Gloria is also a part-time faculty member in the Computer Science department.

Bio

Megan has been teaching, tutoring, and marveling at the art and science of education since 2000. She has over 20 years of experience teaching English as a Second or Foreign Language in the United States, France, Kyrgyzstan, and Turkey. She has served as a Fulbright-sponsored English teaching assistant, an AmeriCorps volunteer with the International Rescue Committee, a Peace Corps volunteer, and a US State Department English Language Fellow and Specialist.

In 2009, she began working at Montgomery College as an instructor at the Refugee Center. In addition to teaching a wide variety of courses here at MC and beyond, she has designed curricula and materials, supported instructors through workshops and consultations, and co-taught with content area instructors in nursing, computer repair, and apartment maintenance. In 2022, she transitioned to working as an Instructional Designer and is always delighted to learn something new, meet a new colleague, or share what she has learned with others.

Bio

Since 1998, he has been an Instructional Designer in higher education guiding professors in planning and building online and blended courses consulting with faculty on ways to integrate web technologies into their teaching.

He has a Master's Degree in Instructional Systems Development from the University of Maryland, Baltimore County.  Tom has been at Montgomery College since 2002.

Bio

Anna Donohoe joined Montgomery College in 2021 and participates in a range of college initiatives, including MCRPA, Governance, and MC Pride & Allies. Her areas of expertise include adult education, computational linguistics, technology training, teaching English as a Second Language, and curriculum development. 

Anna has an MSc in Artificial Intelligence from the University of Edinburgh, a BA in Linguistics from Carnegie Mellon University, and a TESOL certification, as well as experience in software user testing, nonprofit IT support, linguistics research, and program management. She speaks three languages and is proud to be the child and great grandchild of immigrants to the United States. 

Bio

Over 20 years of professional experience working internationally, specializing in human resources, global leadership and collaboration, organizational behavior and cross-cultural competency development.

Richard works closely with Fons Trompenaars and senior principals of the THT management consulting group. He is an Intercultural Awareness Profile licensee and is certified to deliver exclusive training and consulting in the form of cultural research, digital learning tools (e-books and APPs) and applied theory. His focus is on developing transcultural effectiveness for teams and individuals. Richard is also certified in Myers Briggs, e-Coaching and Crucial Conversations.

Having worked in Canada, Europe, Hong Kong, Dubai, the UK and the USA, Richard’s professional experience and interests include intercultural competency awareness and leadership development, values to behavior workshops, team charter creation with in-tact teams, coaching and consulting.

At MC, Richard is directly responsible for The Global Supervisor cohort and the Change Management Learning Pathway, and is proud to deliver some training in the MC Management and Tapestry cohorts.

Richard is a Canadian national (and, perhaps not surprisingly, an avid ice hockey player) who earned a Master degree at the International Institute of Social Studies, Erasmus University, where he met his future wife. Together they have three tri-lingual children, none of whom play hockey.
